If All Programs are disabled by virus, please try this steps

Open Registry Editor (goto run and type regedit).
When it's open, expand My Computer if it's not.
Next, goto HKEY_CURRENT_USER and expand it.
Then goto Software and expand it.
Then goto Microsoft and expand it.
Then goto Windows and expand it.
Then goto CurrentVersion and expand it.
Then goto Policies and expand it.
Then goto Explorer.
On the right half, there might be a dword value name NoStartMenuMoreProgramss. If it
exist, right click on it and select delete. Restart pc.
